Here\u2019s How Trump\u2019s Executive Orders Align With Project 2025\u2014As Author Hails President\u2019s Agenda As \u2018Beyond My Wildest Dreams\u2019<\/h1>\n\n\n\n
Alison Durkee<\/a> Paul Dans, the former leader of hard-right policy agenda Project 2025<\/a>, cheered President Donald Trump\u2019s agenda as being \u201cbeyond my wildest dreams\u201d in an interview with Politico<\/a>, as the president\u2019s first months in office have featured a slew of executive orders that reflect proposals outlined in the policy blueprint, even as Trump has long tried to distance himself from it.<\/p>\n\n\n\n Project 2025<\/a> includes a 900-page report<\/a> proposing a total overhaul of the executive branch, which was crafted by the Heritage Foundation and other conservative groups in 2023 as a roadmap for the next conservative president\u2014namely Trump\u2014to follow.<\/p>\n\n\n\n Trump has repeatedly denied having any involvement with Project 2025, after Democrats highlighted it as a key reason to vote against Trump in the election, and while there\u2019s no evidence he\u2019s explicitly following its proposals or has any plan to, many of the steps he\u2019s taken since his inauguration are in line with suggestions made in the policy blueprint.<\/p>\n\n\n\n DEI:<\/strong> Trump has taken significant efforts to dismantle diversity, equity and inclusion initiatives throughout the government\u2014and in the private sector\u2014since taking office, signing multiple<\/a> executive<\/a> orders<\/a> aimed at abolishing those programs, which mirrors Project 2025\u2019s calls for the next conservative president to \u201celiminate every one of [the Biden administration\u2019s] wrongful and burdensome ideological projects,\u201d writing, \u201cNondiscrimination and equality are the law; DEI is not.\u201d<\/p>\n\n\n\n Among the \u201cDEI\u201d policies Trump revoked is a 60-year old policy<\/a> from 1965 that prohibited employment discrimination by government contractors and empowers the federal government to impose consequences for any discriminatory practices, which Project 2025 explicitly called to revoke, writing that abolishing the Lyndon B. Johnson-era executive order would mean contractors will \u201cbe less subject to the changing political whims of a President that might impose significant new costs or burdens.\u201d<\/p>\n\n\n\n Border Security and Defense:<\/strong> Project 2025 is largely in line with Trump\u2019s broad moves to restrict immigration and tighten security on the southern border, with both the president and Project 2025 advocating increasing detention facilities for undocumented migrants, taking steps that would give local law enforcement more jurisdiction over identifying undocumented migrants, rescinding Biden-era immigration policies, restricting undocumented immigrants\u2019 abilities to receive public funds and restricting parole programs for migrants, among other moves.<\/p>\n\n\n\n Federal Spending: <\/strong>The Trump administration\u2019s recent decision to broadly halt federal assistance<\/a>, which it later walked back, echoes Project 2025\u2019s call for the president to \u201cuse every possible tool to propose and impose fiscal discipline on the federal government,\u201d saying, \u201cAnything short of that would constitute abject failure\u201d\u2014a passage written by Vought, whom Trump tapped to lead the Office of Management and Budget, which issued the funding pause memo.<\/p>\n\n\n\n The Trump administration and Elon Musk\u2019s Department of Government Efficiency have more broadly aimed to cut spending throughout the federal government beyond its outside assistance, after Project 2025 claimed, \u201cUnaccountable federal spending is the secret lifeblood of the Great Awokening,\u201d alleging federal funds are used for \u201cnearly every power center held by the Left.\u201d<\/p>\n\n\n\n Federal Workforce: <\/strong>The Trump administration has made substantial job cuts throughout the federal workforce through buyouts and mass firings, after Project 2025 advocated for a dramatically reduced federal government, arguing, \u201cthe surest way to put the federal government back to work for the American people is to reduce its size and scope back to something resembling the original constitutional intent.\u201d<\/p>\n\n\n\n As part of its proposals for the federal workforce, Project 2025 strongly advocates for replacing career civil servants with political appointees dedicated to the president\u2019s agenda, and Trump has taken multiple steps toward that goal already, including reimplementing a \u201cSchedule F<\/a>\u201d order that makes it easier to fire career officials, imposing a hiring freeze<\/a> for career civil servants and restricting collective bargaining agreements<\/a> for unionized workers\u2014all of which Project 2025 suggested.<\/p>\n\n\n\n Blocking Biden Funds: <\/strong>Trump\u2019s move<\/a> to block government agencies from spending funds appropriated through Biden-era infrastructure and inflation bills is reflected in Project 2025, which said those laws should be repealed and it \u201csupport[s] the rescinding of all funds not already spent by these programs.\u201d<\/p>\n\n\n\n Education:<\/strong> Trump is reportedly planning to abolish<\/a> the Department of Education, with newly-confirmed Secretary of Education Linda McMahon telling staff the agency is undertaking a \u201chistoric final mission\u201d\u2014though he couldn\u2019t get rid of it unilaterally without Congress\u2014after Project 2025 proposed getting rid of the agency, arguing, \u201cThe future of education freedom and reform in the states is bright and will shine brighter when regulations and red tape from Washington are eliminated.\u201d<\/p>\n\n\n\n Trump has also signed executive orders restricting<\/a> funding for K-12 schools that \u201cindoctrinate\u201d students based on \u201cgender ideology and discriminatory equity ideology,\u201d reflecting views espoused in Project 2025\u2014though that proposal doesn\u2019t call for restricting funding\u2014and an order<\/a> for agencies to investigate how to implement policies that expand \u201cschool choice,\u201d after Project 2025 called for the government to use federal funding to \u201c[empower] families to choose among a diverse set of education options.\u201d<\/p>\n\n\n\n NOAA: <\/strong>One of Project 2025\u2019s proposals that gained widespread attention was that the National Oceanic and Atmospheric Administration (NOAA\u2014which handles weather monitoring, among other functions\u2014should be dismantled and the National Weather Service should commercialize its weather forecasting, and while the Trump administration has not yet gone that far, it has reportedly fired<\/a> hundreds of NOAA staffers and canceled leases<\/a> at some weather forecasting centers, sparking fears<\/a> that the cuts could affect preparedness and responses to future storms.<\/p>\n\n\n\n Climate Change:<\/strong> Project 2025 proposed leaving the Paris Climate Agreement, which Trump did on his first day in office, and the president\u2019s broad proposals to roll back climate change policies is in line with Project 2025, which denounced the Biden administration\u2019s \u201cradical climate agenda\u201d and called for climate change efforts to be removed from governmental efforts like providing foreign aid and regulating agriculture.<\/p>\n\n\n\n Energy:<\/strong> Trump declared<\/a> a \u201cnational energy emergency\u201d and broadly took action against efforts on renewable energy, like the Biden administration\u2019\u2019s pro-electric vehicle policies and federal wind energy projects<\/a>\u2014saying the U.S. should instead increase energy production through oil and gas drilling\u2014after Project 2025 similarly claimed the U.S.\u2019 \u201cenergy crisis is caused \u2026 by extreme \u2018green\u2019 policies\u201d and said the next president \u201cmust be committed to unleashing all of America\u2019s energy resources.\u201d<\/p>\n\n\n\n Trump also created<\/a> a \u201cNational Energy Dominance Council\u201d in order to \u201cto make America energy dominant,\u201d after Project 2025 urged the next administration to \u201cprioritize energy and science dominance.\u201d<\/p>\n\n\n\n Abortion: <\/strong>Though Trump has not taken broad steps to restrict abortion, as Project 2025 advocates, he did issue an executive order undoing Biden-era policies that weakened the Hyde Amendment, which prevents federal dollars from being used on abortion, as Project 2025 advocated for, and reinstated<\/a> the \u201cMexico City Policy<\/a>\u201d that prohibits non-governmental organizations receiving federal funds from performing or promoting abortion.<\/p>\n\n\n\n Foreign Policy: <\/strong>Trump signed an executive order calling for the secretary of state to put the agency\u2019s operations \u201cin line with an America First foreign policy,\u201d echoing Project 2025\u2019s calls for the State Department to \u201censur[e] that the interests of American citizens are given priority,\u201d and signed another order<\/a> threatening punishments if State officials don\u2019t \u201cfaithfully implement the President\u2019s policy,\u201d after Project 2025 called for the next administration to eliminate the \u201ctug of war\u201d between the president and career officials and overhaul the agency \u201cinto a lean and functional diplomatic machine that serves the President.\u201d<\/p>\n\n\n\n Trump\u2019s executive order<\/a> to sanction countries that refuse to go along with his hardline immigration policies\u2014which led to a trade standoff with Colombia<\/a> over whether the country would accept deported migrants\u2014also reflects Project 2025, which says the executive branch should \u201cquickly and aggressively address recalcitrant countries\u2019 failure to accept deportees by imposing stiff sanctions until deportees are in fact accepted for return (not just promised to be taken).\u201d<\/p>\n\n\n\n World Health Organization:<\/strong> Project 2025 denounced the World Health Organization before Trump signed an executive order<\/a> withdrawing the U.S. from the public health institution, with Project 2025 authors claiming the WHO\u2019s \u201cmanifest failure and corruption \u2026 during the COVID-19 pandemic\u201d posed \u201cdanger \u2026 to U.S. citizens and interests,\u201d and the U.S. \u201cmust be prepared to take appropriate steps in response\u201d to any international organizations that purportedly threaten its interests, \u201cup to and including withdrawal.\u201d<\/p>\n\n\n\n Global Organizations: <\/strong>Project 2025 broadly said the next administration \u201cmust end blind support for international organizations\u201d and \u201cseriously consider\u201d withdrawing from groups \u201cthat no longer have value, quietly undermine U.S. interests or goals, or disproportionately rely on U.S. financial contributions to survive\u201d\u2014foreshadowing Trump\u2019s executive order<\/a> to remove the U.S. from the United Nations Human Rights Council (UNHRC), stop providing funding to the U.N. Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and review the U.S.\u2019s involvement in the U.N. Educational, Scientific, and Cultural Organization (UNESCO).<\/p>\n\n\n\n Transgender Rights:<\/strong> Trump\u2019s moves against transgender rights include ordering<\/a> the government to only recognize Americans\u2019 sex at birth, banning federal prisons from classifying inmates based on their gender identity, reinstating his ban on transgender Americans from serving in the military and restricting<\/a> gender-affirming care for minors, after Project 2025 broadly called for gender ideology and identity to be removed from government policies and for the transgender military ban to be reinstated.<\/p>\n\n\n\n Trump also signed an order<\/a> rescinding federal funding from school programs that allow transgender women to participate in women\u2019s sports, after Project 2025 decried the federal government \u201cforc[ing] school districts to undermine girls\u2019 sports and parents\u2019 rights to satisfy transgender extremists.\u201d<\/p>\n\n\n\n Refugees:<\/strong> Trump suspended<\/a> refugee admissions in an executive order on his first day, after Project 2025 said the \u201cfederal government\u2019s obligation to shift \u2026 essential screening and vetting resources to the forged border crisis will necessitate an indefinite curtailment of the number of USRAP refugee admissions.\u201d<\/p>\n\n\n\n Sanctuary Cities:<\/strong> Trump signed<\/a> multiple executive orders<\/a> saying the government should try to block \u201csanctuary cities\u201d or areas that offer greater protections to undocumented immigrants from receiving federal funding, after Project 2025 said Congress should \u201cset financial disincentives\u201d for areas that implement \u201csanctuary\u201d policies.<\/p>\n\n\n\n Death Penalty:<\/strong> Trump directed<\/a> his attorney general to pursue the death penalty where applicable\u2014as in Project 2025, which says the federal government should \u201cenforce the death penalty where appropriate and applicable\u201d\u2014and actually went even further than Project 2025, saying the death penalty should be imposed in crimes involving the murder of law enforcement officers and capital offenses committed by undocumented immigrants, \u201cregardless of other factors.\u201d<\/p>\n\n\n\n Security Clearances: <\/strong>Trump signed an executive order<\/a> giving security clearances to any individual designated by the White House counsel to receive one, rather than waiting for the full background check process to be completed, with Project 2025 also decrying the \u201cextraordinary delays\u201d caused by the clearance process.<\/p>\n\n\n\n Project 2025 also backed up Trump\u2019s decision to revoke<\/a> many former government officials\u2019 security clearances, saying the next president \u201cshould immediately revoke the security clearances of any former \u2026 senior intelligence officials who discuss their work in the press or on social media\u201d without prior authorization.<\/p>\n\n\n\n FEMA: <\/strong>Project 2025 proposed the Federal Emergency Management Agency should be moved to the Department of the Interior and reformed\u2014which Trump suggested<\/a> he may do, saying he will sign an order to \u201cbegin the process of fundamentally reforming and overhauling FEMA, or maybe getting rid of them,\u201d while his administration has also cut jobs<\/a> at the disaster relief agency.<\/p>\n\n\n\n The policy proposal also supports Trump\u2019s suggestion he could refuse to give FEMA funds to areas that oppose him politically, with Project 2025 arguing FEMA grants should only go to areas that \u201ccan show that their mission and actions support the broader homeland security mission\u201d\u2014though Project 2025 specifies that wouldn\u2019t include disaster relief funding, while Trump has suggested he could also withhold those funds.<\/p>\n\n\n\n Military Policies:<\/strong> Trump reinstated<\/a> members of the military who were discharged for not complying with its COVID-19 vaccine mandate, as Project 2025 urged, and also signed an order<\/a> ending DEI programs in the military, after Project 2025 called for the military to \u201celiminate Marxist indoctrination and divisive critical race theory programs and abolish newly established diversity, equity, and inclusion offices and staff.\u201d<\/p>\n\n\n\n Federal Regulations:<\/strong> Trump has signed executive orders<\/a> imposing a cap on federal regulations and directing<\/a> agencies to identify puportedly \u201cunlawful\u201d regulations, after Project 2025 broadly denounced the \u201cadministrative state\u201d and advocated for \u201creining in the regulatory state and ensuring that regulations achieve important benefits while imposing minimal burdens on Americans.\u201d<\/p>\n\n\n\n IRS: <\/strong>The Internal Revenue Service is reportedly<\/a> planning to slash half of its workforce, after already laying off approximately 7,000 workers in earlier job cuts, gutting an agency that Project 2025 referred to as \u201ca poorly managed, utterly unresponsive and increasingly politicized agency\u201d which requires \u201cmeaningful reform.\u201d<\/p>\n\n\n\n Student Loans:<\/strong> Trump signed an order<\/a> that seeks to limit the Public Service Loan Forgiveness program for public servants and has suggested he wants to abolish the Education Department and move the office that handles student loans<\/a> to a different agency\u2014echoing plans outlined in Project 2025, which calls for the Office of Student Aid to be moved to the Treasury Department and for the federal government to end all student loan forgiveness, criticizing the public service program for \u201cprioritiz[ing] government and public sector work over private sector employment.\u201d<\/p>\n\n\n\n Transportation Security Administration:<\/strong> The Department of Homeland Security ended<\/a> its collective bargaining agreement with unionized TSA workers\u2014with the union now going to court<\/a> in an effort to restore the agreement\u2014after Project 2025 suggested the TSA should be privatized entirely or a new \u201cgovernment corporation\u201d should be established to run TSA outside the scope of Homeland Security.<\/p>\n\n\n\n Defense Production Act: <\/strong>Trump signed an executive order<\/a> March 14 that revoked a number of Biden-era directives invoking the Defense Production Act\u2014which expedites the manufacturing of various products\u2014for infant formula and \u201cgreen energy\u201d technology like solar panels, after Project 2025 criticized overuse of the Defense Production Act and said it should only be invoked \u201cin the gravest circumstances.\u201d<\/p>\n\n\n\n Dans, the former president of Project 2025 who resigned before the election, praised the Trump administration\u2019s policy moves in an interview with Politico<\/a>, saying what Trump is doing in office is \u201cactually way beyond my wildest dreams.\u201d \u201cWhat we had hoped would happen has happened,\u201d Dans told Politico when asked if he would have handled anything differently, given the controversy Project 2025 garnered. \u201cSo I can\u2019t imagine how anything could end really any better.\u201d<\/p>\n\n\n\n While many of his policies in office line up with priorities outlined in Project 2025, Trump has publicly disavowed Project 2025 and has not changed his stance since taking office. There\u2019s no indication he\u2019s actually following Project 2025\u2019s playbook now, as there\u2019s always been significant overlap between his personal policy agenda and what Project 2025 has proposed, though Reuters reported<\/a> ahead of the inauguration that the Heritage Foundation was among the groups providing draft executive orders to Trump\u2019s transition team. Trump has not yet given any suggestion that he\u2019s planning on imposing some of Project 2025\u2019s more controversial sweeping measures, like abolishing the Department of Homeland Security, taking broad steps to restrict abortion or applying a baseline tax rate. Dans denied Trump was in any way working with Project 2025 or specifically following it in his interview with Politico, saying that while \u201cdirectionally\u201d Project 2025 and Trump\u2019s agenda \u201chave a lot in common … so do great minds.\u201d Trump \u201cabsolutely told the truth\u201d in distancing himself from Project 2025, Dans claimed, saying the policy project \u201cwas done outside of President Trump.\u201d<\/p>\n\n\n\n In a statement to CNN, Trump spokesperson Harris Fields said Trump \u201chad nothing to do with Project 2025.\u201d \u201cIn his first few days in office, President Trump has delivered on the promises that earned him a resounding mandate from the American people \u2013 securing the border, restoring common sense, driving down inflation, and unleashing American energy,\u201d Fields said.<\/p>\n\n\n\n Trump\u2019s policies since taking office also have some significant differences from what Project 2025 outlines. Most notably, one of Trump\u2019s first acts in office was to pause the federal ban on TikTok<\/a> while his administration tries to negotiate a way for parent company ByteDance to divest from it, while Project 2025 calls for banning the app. Trump\u2019s call for mass deportations of undocumented immigrants also goes beyond what\u2019s proposed in Project 2025, which calls for broad-scale immigration reforms and strengthened border security, but does not explicitly endorse widescale deportations. While Project 2025 proposes narrowing pathways to legal immigration and moving away from what it terms a \u201csystem that favors extended family\u2013based and luck-of-the-draw immigration,\u201d Project 2025 also does not call for ending birthright citizenship<\/a>, as Trump has ordered. (His executive order abolishing birthright citizenship has been temporarily blocked in court<\/a>.) Trump also is going further than Project 2025 on restricting foreign aid with his moves to dismantle the U.S. Agency for International Development\u2014while Project 2025 only called for \u201creforming\u201d USAID and \u201cscal[ing] back USAID\u2019s global footprint\u201d\u2014and has spoke of getting rid of purported \u201cfraud\u201d in the Social Security Administration<\/a>, which Project 2025 does not discuss. Various Trump proposals reflecting culture war issues, like making English the national language, eliminating the federal government\u2019s use of paper straws and signing an executive order<\/a> dedicated to \u201ceradicating anti-Christian bias\u201d are also not reflected in Project 2025.<\/p>\n\n\n\n Multiple high-level officials<\/a> and nominees in Trump\u2019s second administration played a role in crafting Project 2025, including Federal Communications Commissioner Brendan Carr, senior counselor for trade and manufacturing Peter Navarro, Securities and Exchange Commission head Paul Atkins and Trump\u2019s \u201cborder czar\u201d Tom Homan. Carr and Navarro each authored sections of Project 2025\u2019s policy blueprint, while Atkins and Homan are listed as contributors. Trump also nominated Aaron Szabo, a contributor to Project 2025\u2019s section on the Environmental Protection Agency, to serve as the Assistant Administrator for the Office of Air and Radiation. Most notably, Trump nominated Vought to serve as the head of the Office of Management and Budget after Vought reportedly previously served as a key architect of Project 2025. He authored the policy proposal\u2019s chapter on the Executive Office of the President of the United States and reportedly spearheaded the project\u2019s playbook<\/a> for Trump\u2019s first 180 days. Vought was confirmed by the Senate in a party line 53-47 vote Feb. 6, after Democrats spoke on the Senate floor overnight in protest of his confirmation. NBC News reports<\/a> the Trump transition team also used a LinkedIn-style database of federal staffers that Project 2025 compiled to help recruit lower level administration staffers.<\/p>\n\n\n\n One of the central features of Project 2025\u2019s policy blueprint is a heavy influence on nuclear families and supporting the nuclear family, with a goal of boosting marriage and birth rates, such as through restrictions on abortion. Vice President JD Vance, a close ally of the Heritage Foundation who has long espoused similar views about promoting marriage and birth rates, called at the anti-abortion rights March for Life rally in January for there to be \u201cmore babies in the United States of America,\u201d arguing, \u201cThe benchmark of national success is not our GDP number or our stock market, but whether people feel that they can raise thriving and healthy families in our country.\u201d \u201cIt is the task of our government to make it easier for young moms and dads to afford to have kids, to bring them into the world and to welcome them as the blessings that we know they are here at the March for Life,\u201d Vance said. Trump\u2019s Transportation Secretary Sean Duffy also issued guidance<\/a> Thursday dedicated to \u201cadvancing President Donald Trump\u2019s agenda to rescind woke policies\u201d and \u201croll back burdensome and costly regulations.\u201d That guidance includes a provision<\/a> saying the department should prioritize giving grants to \u201ccommunities with marriage and birth rates higher than the national average.\u201d<\/p>\n\n\n\n Project 2025<\/a> proposes a broad overhaul of the executive branch aimed at making it more aligned with conservative ideologies, and giving the president more power. In addition to proposals that would get rid of climate change efforts, rescind LGBTQ rights-centered policies, replace career civil servants with political appointees and impose an \u201cAmerica First\u201d foreign policy outlook\u2014as Trump is now to some extent adopting\u2014the policy blueprint also makes a number of other bold policy suggestions, such as abolishing numerous government agencies, banning pornography and overhauling the Federal Reserve, proposing to do so through such measures as returning to the gold standard or getting rid of the government\u2019s control over the U.S.\u2019 money entirely. Project 2025 also proposes imposing a baseline tax rate\u2014of 15% for anyone under the Social Security wage base of approximately $168,000, or 30% for those earning more than that\u2014and lowering the corporate tax rate to 18%. It suggests making significant cuts to Medicaid and imposing work requirements to receive benefits, as well as making the paid Medicare Advantage program, which is now an alternative to regular Medicare, the default option for patients, among numerous other moves.<\/p>\n\n\n\n Trump\u2019s administration is still less than two months old, and it remains to be seen what steps he\u2019ll take going forward that could line up\u2014or go against\u2014Project 2025. Trump\u2019s Health Secretary nominee Robert F. Kennedy Jr. did not rule out at his confirmation hearing the possibility the Trump administration could revoke approvals for abortion drug mifepristone<\/a>, as Project 2025 proposes, saying<\/a> only that Trump \u201chas asked me to study the safety of mifepristone\u201d and \u201cWhatever [Trump] does, I will implement those policies.\u201d Trump previously told<\/a> CBS News the abortion drug\u2014which studies have overwhelmingly shown<\/a> is broadly safe and effective\u2014\u201cis going to be available,\u201d when asked before the election whether he would ban it, walking back his previous suggestion<\/a> during an August press conference that he could be open to restricting it.<\/p>\n\n\n\n While Project 2025 became best known for its 900-page policy blueprint, the project also included creating a playbook<\/a> for Trump\u2019s first 180 days in office. Unlike the policy blueprint, that playbook was never made public, with Vought telling journalists from the Centre for Climate Reporting\u2014who obtained secret footage of the Project 2025 architect by posing as potential donors\u2014that it was by design. The 180-day playbook is \u201cvery, very closely held,\u201d Vought said in the secret footage, and Micah Meadowcroft, a Vought aide also working on Project 2025, told the undercover journalists the group was intentionally keeping the playbook a secret. Those efforts included ensuring staffers knew the plans before Trump entered office, so that they wouldn’t have to converse over government work emails that would be subject to public disclosure rules. It\u2019s still unknown what that playbook says and whether Trump is now implementing it in office.<\/p>\n\n\n\n Project 2025<\/a>\u2019s policy blueprint was initially released in 2023, part of what the Heritage Foundation has said is a long tradition of the organization crafting policy proposals for incoming GOP presidents that dates back to Ronald Reagan. Though the agenda had already been out for months, it only started garnering widespread attention last summer, ahead of the election, as Democrats started pushing the 900-page document and its policies as a key reason to oppose Trump, causing Trump to publicly denounce the plan. Trump claimed on Truth Social in July he has \u201cnothing to do with [Project 2025],\u201d has \u201cno idea\u201d who\u2019s behind the plan and finds some of its ideas \u201cabsolutely ridiculous and abysmal\u201d\u2014even as Trump has long had significant ties<\/a> to the Heritage Foundation and many of the document\u2019s contributors worked in Trump\u2019s first administration.
