[+]<small>Getty Images<\/small><\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Key Facts<\/h2>\n\n\n\n<p class=\"\"><a href=\"https:\/\/www.forbes.com\/sites\/alisondurkee\/2024\/10\/01\/project-2025-explained-what-to-know-about-the-right-wing-policy-map-ahead-of-tonights-vp-debate\/\">Project 2025<\/a>&nbsp;includes a 900-page&nbsp;<a href=\"https:\/\/static.project2025.org\/2025_MandateForLeadership_FULL.pdf\" rel=\"noreferrer noopener\" target=\"_blank\">report<\/a>&nbsp;proposing a total overhaul of the executive branch, which was crafted by the Heritage Foundation and other conservative groups in 2023 as a roadmap for the next conservative president\u2014namely Trump\u2014to follow.<\/p>\n\n\n\n<p class=\"\">Trump has repeatedly denied having any involvement with Project 2025, after Democrats highlighted it as a key reason to vote against Trump in the election, and while there\u2019s no evidence he\u2019s explicitly following its proposals or has any plan to, many of the steps he\u2019s taken since his inauguration are in line with suggestions made in the policy blueprint.<\/p>\n\n\n\n<p class=\"\"><strong>DEI:<\/strong>&nbsp;Trump has taken significant efforts to dismantle diversity, equity and inclusion initiatives throughout the government\u2014and in the private sector\u2014since taking office, signing&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-illegal-discrimination-and-restoring-merit-based-opportunity\/\" rel=\"noreferrer noopener\" target=\"_blank\">multiple<\/a>&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-and-wasteful-government-dei-programs-and-preferencing\/\" rel=\"noreferrer noopener\" target=\"_blank\">executive<\/a>&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/initial-rescissions-of-harmful-executive-orders-and-actions\/\" rel=\"noreferrer noopener\" target=\"_blank\">orders<\/a>&nbsp;aimed at abolishing those programs, which mirrors Project 2025\u2019s calls for the next conservative president to \u201celiminate every one of [the Biden administration\u2019s] wrongful and burdensome ideological projects,\u201d writing, \u201cNondiscrimination and equality are the law; DEI is not.\u201d<\/p>\n\n\n\n<p class=\"\">Among the \u201cDEI\u201d policies Trump revoked is a&nbsp;<a href=\"https:\/\/www.axios.com\/2025\/01\/23\/trump-equal-employment-executive-order\" rel=\"noreferrer noopener\" target=\"_blank\">60-year old policy<\/a>&nbsp;from 1965 that prohibited employment discrimination by government contractors and empowers the federal government to impose consequences for any discriminatory practices, which Project 2025 explicitly called to revoke, writing that abolishing the Lyndon B. Johnson-era executive order would mean contractors will \u201cbe less subject to the changing political whims of a President that might impose significant new costs or burdens.\u201d<\/p>\n\n\n\n<p class=\"\"><strong>Border Security and Defense:<\/strong>&nbsp;Project 2025 is largely in line with Trump\u2019s broad moves to restrict immigration and tighten security on the southern border, with both the president and Project 2025 advocating increasing detention facilities for undocumented migrants, taking steps that would give local law enforcement more jurisdiction over identifying undocumented migrants, rescinding Biden-era immigration policies, restricting undocumented immigrants\u2019 abilities to receive public funds and restricting parole programs for migrants, among other moves.<\/p>\n\n\n\n<p class=\"\"><strong>Federal Spending:&nbsp;<\/strong>The Trump administration\u2019s recent decision to broadly halt&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/saradorn\/2025\/01\/29\/trump-administration-rescinds-grant-freeze-heres-everything-we-know\/\">federal assistance<\/a>, which it later walked back, echoes Project 2025\u2019s call for the president to \u201cuse every possible tool to propose and impose fiscal discipline on the federal government,\u201d saying, \u201cAnything short of that would constitute abject failure\u201d\u2014a passage written by Vought, whom Trump tapped to lead the Office of Management and Budget, which issued the funding pause memo.<\/p>\n\n\n\n<p class=\"\">The Trump administration and Elon Musk\u2019s Department of Government Efficiency have more broadly aimed to cut spending throughout the federal government beyond its outside assistance, after Project 2025 claimed, \u201cUnaccountable federal spending is the secret lifeblood of the Great Awokening,\u201d alleging federal funds are used for \u201cnearly every power center held by the Left.\u201d<\/p>\n\n\n\n<p class=\"\"><strong>Federal Workforce:&nbsp;<\/strong>The Trump administration has made substantial job cuts throughout the federal workforce through buyouts and mass firings, after Project 2025 advocated for a dramatically reduced federal government, arguing, \u201cthe surest way to put the federal government back to work for the American people is to reduce its size and scope back to something resembling the original constitutional intent.\u201d<\/p>\n\n\n\n<p class=\"\">As part of its proposals for the federal workforce, Project 2025 strongly advocates for replacing career civil servants with political appointees dedicated to the president\u2019s agenda, and Trump has taken multiple steps toward that goal already, including reimplementing a \u201c<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/restoring-accountability-to-policy-influencing-positions-within-the-federal-workforce\/\" rel=\"noreferrer noopener\" target=\"_blank\">Schedule F<\/a>\u201d order that makes it easier to fire career officials, imposing a&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/hiring-freeze\/\" rel=\"noreferrer noopener\" target=\"_blank\">hiring freeze<\/a>&nbsp;for career civil servants and restricting&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/limiting-lame-duck-collective-bargaining-agreements-that-improperly-attempt-to-constrain-the-new-president\/\" rel=\"noreferrer noopener\" target=\"_blank\">collective bargaining agreements<\/a>&nbsp;for unionized workers\u2014all of which Project 2025 suggested.<\/p>\n\n\n\n<p class=\"\"><strong>Blocking Biden Funds:&nbsp;<\/strong>Trump\u2019s&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/alisondurkee\/2025\/01\/28\/can-trump-cancel-government-funds-through-impoundment-what-to-know-as-he-pauses-all-federal-assistance\/\">move<\/a>&nbsp;to block government agencies from spending funds appropriated through Biden-era infrastructure and inflation bills is reflected in Project 2025, which said those laws should be repealed and it \u201csupport[s] the rescinding of all funds not already spent by these programs.\u201d<\/p>\n\n\n\n<p class=\"\"><strong>Education:<\/strong>&nbsp;Trump is reportedly planning to&nbsp;<a href=\"https:\/\/www.vox.com\/policy\/402336\/department-of-education-trump-musk-doge-schools\" rel=\"noreferrer noopener\" target=\"_blank\">abolish<\/a>&nbsp;the Department of Education, with newly-confirmed Secretary of Education Linda McMahon telling staff the agency is undertaking a \u201chistoric final mission\u201d\u2014though he couldn\u2019t get rid of it unilaterally without Congress\u2014after Project 2025 proposed getting rid of the agency, arguing, \u201cThe future of education freedom and reform in the states is bright and will shine brighter when regulations and red tape from Washington are eliminated.\u201d<\/p>\n\n\n\n<p class=\"\">Trump has also signed executive orders&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-indoctrination-in-k-12-schooling\/\" rel=\"noreferrer noopener\" target=\"_blank\">restricting<\/a>&nbsp;funding for K-12 schools that \u201cindoctrinate\u201d students based on \u201cgender ideology and discriminatory equity ideology,\u201d reflecting views espoused in Project 2025\u2014though that proposal doesn\u2019t call for restricting funding\u2014and an&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/expanding-educational-freedom-and-opportunity-for-families\/\" rel=\"noreferrer noopener\" target=\"_blank\">order<\/a>&nbsp;for agencies to investigate how to implement policies that expand \u201cschool choice,\u201d after Project 2025 called for the government to use federal funding to \u201c[empower] families to choose among a diverse set of education options.\u201d<\/p>\n\n\n\n<p class=\"\"><strong>NOAA:&nbsp;<\/strong>One of Project 2025\u2019s proposals that gained widespread attention was that the National Oceanic and Atmospheric Administration (NOAA\u2014which handles weather monitoring, among other functions\u2014should be dismantled and the National Weather Service should commercialize its weather forecasting, and while the Trump administration has not yet gone that far, it has reportedly&nbsp;<a href=\"https:\/\/www.cbsnews.com\/news\/noaa-layoffs-trump-musk-doge\/\" rel=\"noreferrer noopener\" target=\"_blank\">fired<\/a>&nbsp;hundreds of NOAA staffers and&nbsp;<a href=\"https:\/\/www.axios.com\/2025\/03\/03\/doge-noaa-weather-building-leases-trump\" rel=\"noreferrer noopener\" target=\"_blank\">canceled leases<\/a>&nbsp;at some weather forecasting centers,&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/mollybohannon\/2025\/03\/03\/major-storm-sweeping-across-us-marks-first-test-for-weakened-noaa-heres-what-to-know\/\">sparking fears<\/a>&nbsp;that the cuts could affect preparedness and responses to future storms.<\/p>\n\n\n\n<p class=\"\"><strong>Climate Change:<\/strong>&nbsp;Project 2025 proposed leaving the Paris Climate Agreement, which Trump did on his first day in office, and the president\u2019s broad proposals to roll back climate change policies is in line with Project 2025, which denounced the Biden administration\u2019s \u201cradical climate agenda\u201d and called for climate change efforts to be removed from governmental efforts like providing foreign aid and regulating agriculture.<\/p>\n\n\n\n<p class=\"\"><strong>Energy:<\/strong>&nbsp;Trump&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/declaring-a-national-energy-emergency\/\" rel=\"noreferrer noopener\" target=\"_blank\">declared<\/a>&nbsp;a \u201cnational energy emergency\u201d and broadly took action against efforts on renewable energy, like the Biden administration\u2019\u2019s pro-electric vehicle policies and&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/temporary-withdrawal-of-all-areas-on-the-outer-continental-shelf-from-offshore-wind-leasing-and-review-of-the-federal-governments-leasing-and-permitting-practices-for-wind-projects\/\" rel=\"noreferrer noopener\" target=\"_blank\">federal wind energy projects<\/a>\u2014saying the U.S. should instead increase energy production through oil and gas drilling\u2014after Project 2025 similarly claimed the U.S.\u2019 \u201cenergy crisis is caused \u2026 by extreme \u2018green\u2019 policies\u201d and said the next president \u201cmust be committed to unleashing all of America\u2019s energy resources.\u201d<\/p>\n\n\n\n<p class=\"\">Trump also&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/establishing-the-national-energy-dominance-council\/\" rel=\"noreferrer noopener\" target=\"_blank\">created<\/a>&nbsp;a \u201cNational Energy Dominance Council\u201d in order to \u201cto make America energy dominant,\u201d after Project 2025 urged the next administration to \u201cprioritize energy and science dominance.\u201d<\/p>\n\n\n\n<p class=\"\"><strong>Abortion:&nbsp;<\/strong>Though Trump has not taken broad steps to restrict abortion, as Project 2025 advocates, he did issue an executive order undoing Biden-era policies that weakened the Hyde Amendment, which prevents federal dollars from being used on abortion, as Project 2025 advocated for, and&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/memorandum-for-the-secretary-of-state-the-secretary-of-defense-the-secretary-of-health-and-human-services-the-administrator-of-the-united-states-for-international-development\/\" rel=\"noreferrer noopener\" target=\"_blank\">reinstated<\/a>&nbsp;the \u201c<a href=\"https:\/\/www.kff.org\/global-health-policy\/issue-brief\/the-mexico-city-policy-an-explainer\/\" rel=\"noreferrer noopener\" target=\"_blank\">Mexico City Policy<\/a>\u201d that prohibits non-governmental organizations receiving federal funds from performing or promoting abortion.<\/p>\n\n\n\n<p class=\"\"><strong>Foreign Policy:&nbsp;<\/strong>Trump signed an executive order calling for the secretary of state to put the agency\u2019s operations \u201cin line with an America First foreign policy,\u201d echoing Project 2025\u2019s calls for the State Department to \u201censur[e] that the interests of American citizens are given priority,\u201d and signed another&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/memorandum-for-the-heads-of-executive-departments-and-agencies\/\" rel=\"noreferrer noopener\" target=\"_blank\">order<\/a>&nbsp;threatening punishments if State officials don\u2019t \u201cfaithfully implement the President\u2019s policy,\u201d after Project 2025 called for the next administration to eliminate the \u201ctug of war\u201d between the president and career officials and overhaul the agency \u201cinto a lean and functional diplomatic machine that serves the President.\u201d<\/p>\n\n\n\n<p class=\"\">Trump\u2019s&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/protecting-the-american-people-against-invasion\/\" rel=\"noreferrer noopener\" target=\"_blank\">executive order<\/a>&nbsp;to sanction countries that refuse to go along with his hardline immigration policies\u2014which led to a trade standoff with&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/saradorn\/2025\/01\/27\/trumps-tariffs-put-on-hold-after-colombia-agrees-to-unrestricted-acceptance-of-deported-migrants-white-house-says\/\">Colombia<\/a>&nbsp;over whether the country would accept deported migrants\u2014also reflects Project 2025, which says the executive branch should \u201cquickly and aggressively address recalcitrant countries\u2019 failure to accept deportees by imposing stiff sanctions until deportees are in fact accepted for return (not just promised to be taken).\u201d<\/p>\n\n\n\n<p class=\"\"><strong>World Health Organization:<\/strong>&nbsp;Project 2025 denounced the World Health Organization before Trump signed an&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/withdrawing-the-united-states-from-the-worldhealth-organization\/\" rel=\"noreferrer noopener\" target=\"_blank\">executive order<\/a>&nbsp;withdrawing the U.S. from the public health institution, with Project 2025 authors claiming the WHO\u2019s \u201cmanifest failure and corruption \u2026 during the COVID-19 pandemic\u201d posed \u201cdanger \u2026 to U.S. citizens and interests,\u201d and the U.S. \u201cmust be prepared to take appropriate steps in response\u201d to any international organizations that purportedly threaten its interests, \u201cup to and including withdrawal.\u201d<\/p>\n\n\n\n<p class=\"\"><strong>Global Organizations:&nbsp;<\/strong>Project 2025 broadly said the next administration \u201cmust end blind support for international organizations\u201d and \u201cseriously consider\u201d withdrawing from groups \u201cthat no longer have value, quietly undermine U.S. interests or goals, or disproportionately rely on U.S. financial contributions to survive\u201d\u2014foreshadowing Trump\u2019s&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/withdrawing-the-united-states-from-and-ending-funding-to-certain-united-nations-organizations-and-reviewing-united-states-support-to-all-international-organizations\/\" rel=\"noreferrer noopener\" target=\"_blank\">executive order<\/a>&nbsp;to remove the U.S. from the United Nations Human Rights Council (UNHRC), stop providing funding to the U.N. Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and review the U.S.\u2019s involvement in the U.N. Educational, Scientific, and Cultural Organization (UNESCO).<\/p>\n\n\n\n<p class=\"\"><strong>Transgender Rights:<\/strong>&nbsp;Trump\u2019s moves against transgender rights include&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/defending-women-from-gender-ideology-extremism-and-restoring-biological-truth-to-the-federal-government\/\" rel=\"noreferrer noopener\" target=\"_blank\">ordering<\/a>&nbsp;the government to only recognize Americans\u2019 sex at birth, banning federal prisons from classifying inmates based on their gender identity, reinstating his ban on transgender Americans from serving in the military and&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/protecting-children-from-chemical-and-surgical-mutilation\/\" rel=\"noreferrer noopener\" transgender military ban to be reinstated.<\/p>\n\n\n\n<p class=\"\">Trump also signed an&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/keeping-men-out-of-womens-sports\/\" rel=\"noreferrer noopener\" target=\"_blank\">order<\/a>&nbsp;rescinding federal funding from school programs that allow transgender women to participate in women\u2019s sports, after Project 2025 decried the federal government \u201cforc[ing] school districts to undermine girls\u2019 sports and parents\u2019 rights to satisfy transgender extremists.\u201d<\/p>\n\n\n\n<p class=\"\"><strong>Refugees:<\/strong>&nbsp;Trump&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/realigning-the-united-states-refugee-admissions-program\/\" rel=\"noreferrer noopener\" target=\"_blank\">suspended<\/a>&nbsp;refugee admissions in an executive order on his first day, after Project 2025 said the \u201cfederal government\u2019s obligation to shift \u2026 essential screening and vetting resources to the forged border crisis will necessitate an indefinite curtailment of the number of USRAP refugee admissions.\u201d<\/p>\n\n\n\n<p class=\"\"><strong>Sanctuary Cities:<\/strong>&nbsp;Trump&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/protecting-the-american-people-against-invasion\/\" rel=\"noreferrer noopener\" target=\"_blank\">signed<\/a>&nbsp;multiple&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/ending-taxpayer-subsidization-of-open-borders\/\" rel=\"noreferrer noopener\" target=\"_blank\">executive orders<\/a>&nbsp;saying the government should try to block \u201csanctuary cities\u201d or areas that offer greater protections to undocumented immigrants from receiving federal funding, after Project 2025 said Congress should \u201cset financial disincentives\u201d for areas that implement \u201csanctuary\u201d policies.<\/p>\n\n\n\n<p class=\"\"><strong>Death Penalty:<\/strong>&nbsp;Trump&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/restoring-the-death-penalty-and-protecting-public-safety\/\" rel=\"noreferrer noopener\" target=\"_blank\">directed<\/a>&nbsp;his attorney general to pursue the death penalty where applicable\u2014as in Project 2025, which says the federal government should \u201cenforce the death penalty where appropriate and applicable\u201d\u2014and actually went even further than Project 2025, saying the death penalty should be imposed in crimes involving the murder of law enforcement officers and capital offenses committed by undocumented immigrants, \u201cregardless of other factors.\u201d<\/p>\n\n\n\n<p class=\"\"><strong>Security Clearances:&nbsp;<\/strong>Trump signed an&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/memorandum-to-resolve-the-backlog-of-security-clearances-for-executive-office-of-the-president-personnel\/\" rel=\"noreferrer noopener\" target=\"_blank\">executive order<\/a>&nbsp;giving security clearances to any individual designated by the White House counsel to receive one, rather than waiting for the full background check process to be completed, with Project 2025 also decrying the \u201cextraordinary delays\u201d caused by the clearance process.<\/p>\n\n\n\n<p class=\"\">Project 2025 also backed up Trump\u2019s decision to&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/national-security\/trumps-canceling-scores-security-clearances-unprecedented-rcna189245\" rel=\"noreferrer noopener\" target=\"_blank\">revoke<\/a>&nbsp;many former government officials\u2019 security clearances, saying the next president \u201cshould immediately revoke the security clearances of any former \u2026 The 180-day playbook is \u201cvery, very closely held,\u201d Vought said in the secret footage, and Micah Meadowcroft, a Vought aide also working on Project 2025, told the undercover journalists the group was intentionally keeping the playbook a secret.
